BACKGROUND: 

Clark County Social Services requests that the Board of County Commissioners (Board) approve and authorize the submission of a grant application to HUD for the Southern Nevada CoC Planning Project, and authorize the County Manager, or his designee, to accept any grant funds awarded.

The HEARTH Act of 2009 is the reauthorization of the McKinney-Vento Act, the Federal legislation that is funding homeless services under HUD.  With the implementation of the HEARTH Act, there is an opportunity to request funds to expand regional coordination efforts to support efforts to end homelessness.  The Southern Nevada CoC 2026 Planning Project intends to provide support towards improving measurement and evaluation of regional responses towards ending homelessness, analyzing gaps, monitoring of funded projects, facilitating the CoC competition, implementing best practices in services, and incorporating the feedback of those experiencing homelessness in decision-making processes. Clark County Social Services has previously received eleven HUD grants for this activity. 

Clark County will provide a 25% cash match of $350,000 from Clark County Social Services for activities that support the CoC. This grant application will be incorporated into the 2026 Southern Nevada CoC consolidated application that is due to HUD Summer of 2026. The costs for personnel for a grant-funded Management Analyst II (Data Analyst), Sr. Grants Coordinator, and 2 Part Time Hourly employees are included, which provide support for evaluating regional efforts related to data collection, measurement, and analysis along with grant management, submission, and technical support. This is a 12-month project.
