BACKGROUND:
On November 18, 2025, the Board of County Commissioners discussed broadening the liquor license for
Cowabunga Canyon, located at 7055 S. Fort Apache Road, to allow for expanded business activities and directed
staff to draft an ordinance.
The proposed ordinance defines "water park"; allows water parks to be closed to the general public when selling
or serving liquor; and allows water parks to obtain a liquor license for retail beer, wine, and spirit-based products.
The proposed ordinance was introduced at the Board of County Commissioners meeting on May 5, 2026, and a public hearing was set for May 19, 2026.
Staff recommends approval of the revised ordinance to amend Title 8 by adding a new section designated as Section 8.20.020.417 and amendments to Sections 8.20.276 and 8.20.020.325.
