Additional Comments:

The original estimated annual amount was funded at $150,000 with an annual increase of ten (10) percent. A new estimated annual amount of $270,000 with an annual increase of ten (10) percent will be allocated and spent based on approved budgets.

 

BACKGROUND: 

On September 15, 2020, the Board approved the award of District CBE No. 210005, for Allen Bradley programmable logic controllers, control system parts, and Rockwell software products, which the District uses to automate industrial processes and control operational conditions at its wastewater treatment and pumping facilities. To maintain critical processes, minimize downtime, and ensure consistent compliance with water quality requirements, a readily available source of replacement parts, software and services is required. With that in mind, due to unforeseen cost increases, the currently approved annual amount of $150,000 was set significantly lower than the actual expenditures needed.

Staff confirmed that Allen Bradley programmable logic controllers, control system parts, and Rockwell software products are only available through Codale Electric Supply, Inc., the authorized sole source distributor.

Staff recommends that the Board approve and authorize the General Manager to increase the estimated annual amount to $270,000 (with an annual increase of ten (10) percent) and continue to issue purchase orders to Codale Electric Supply, Inc., for the procurement of Allen Bradley programmable logic controllers, control system parts, and Rockwell software products on an as needed basis, for as long as the competitive bidding exception applies. Staff will continue to submit an annual report to the Board detailing incurred expenditures.

In accordance with NRS 332.115.1 (a) & (d), the competitive bidding process is not required because the parts, equipment and services can only be purchased from a sole source distributor. Codale Electric Supply, Inc., (LBE) currently holds a Clark County business license.
