BACKGROUND: 

To expedite the District’s selection of qualified professional services for operational, maintenance, and capital projects, the District utilizes a pre- qualification process to establish pre-qualified lists of firms that meet specific requirements to provide professional services for the District. Firms are pre-qualified by District staff after review of a Statement of Qualifications (SOQ) submitted by firms that timely respond to a public notice requesting the submission of SOQs.

The opening of the SOQ submittal period was publicly advertised on the District website. Ultimately, 72 firms timely submitted 155 SOQs in one or more of the SOQ’s nine (9) categories of services and works. District staff reviewed the SOQs and pre-qualified firms based upon the capabilities, expertise, experience, and past performance history of each firm and its employees given the type of services to be performed. The District selects and contracts with pre-qualified firms for the type of professional services and/or works the firm was pre-qualified for.

Staff requests that the Board:

1. Approve the District's SOQ evaluation process and selection of pre-qualified firms attached as Exhibits A
    and B.
2. Authorize the General Manager to select and enter into contracts with pre-qualified firms for the type of  
    professional services and works the firm was pre-qualified for, in compliance with Resolution 23-002.

In accordance with NRS 625.530(3), the selection of a professional engineer, professional land surveyor, or registered architect to perform services for public agencies must be made on the basis of the competence and qualifications of the engineer, land surveyor, or architect for the type of service to be performed and not on the basis of competitive fees.  And, in accordance with NRS 332.115(1)(b), contracts for professional services are not adapted to award by a competitive solicitation process to select the lowest responsive and responsible bidder.
