BACKGROUND: 

The Nevada Attainable Housing Account (NAHA) was established by the Nevada Housing Access and Attainability Act (the Act) through Assembly Bill 540 in the 2025 Session. AB540 provided up to $183M in financing for the development of attainable housing. Pursuant to AB540's 2025 and 2026 Allocation Plans, administered by the Nevada Housing Division, $25M has been allocated to local governments ($7,945,524.57 to Clark County specifically), as matching funds for any incentives provided to facilitate the development of attainable housing in their jurisdiction. The County was awarded $7,232,985.01 of these funds following the 2025 NAHA application round; which leaves $712,539.56 available to Clark County from the per jurisdiction allocations.  The 2026 funding round is now open and staff is requesting approval to apply for the remaining $712,539.56.  The amount allocated to each jurisdiction is based on the State Demographer's 2025 population numbers.

If approved, staff will submit an application to the State in the amount of $712,539.56 and include any requested data or information.
