BACKGROUND:
In compliance with NRS 701.220 and NAC 701.185, the Director of the Governor's Office of Energy adopted the 2021 edition of the International Energy Conservation Code, effective July 28, 2021. In accordance with NRS 701.220.4(a), Clark County is required to incorporate the standards adopted by the Director of the Governor's Office of Energy in its codes. In compliance with NRS 701.220.4(a), this ordinance proposes the adoption of the 2021 International Energy Conservation Code to replace the current 2018 edition, along with the adoption of the Southern Nevada Amendments to the 2021 International Energy Conservation Code, which were developed jointly by the Southern Nevada Building Officials and the local construction industry through committee hearings and actions
Adopting and enforcing the International Energy Conservation Code and the Southern Nevada amendments will improve the energy efficiency of newly constructed buildings in Clark County, and bring the County into compliance with NRS 701.220.4(a).
The tentative effective date of the Energy Conservation Code is October 16, 2023.
Staff recommends that the Board of County Commissioners introduce the ordinance to amend Title 25, Chapter 25.20 of the Clark County Code and set a public hearing to be scheduled for April 18, 2023.
