Conduct a public hearing and approve, adopt, and authorize the Chair to sign an ordinance to amend Title 9 of the Clark County Code by adopting a new Chapter 9.08 to create the Office of Sustainability and establish its functions and responsibilities; delegate administrative authority of the Office of Sustainability to the Department of Environment and Sustainability; establish the responsibilities of County departments to effectuate Clark County's sustainability and climate action plans; and providing for other matters properly related thereto. BACKGROUND:
In 2009, the Board of County Commissioners created Clark County's Office of Sustainability. In 2019, the Board directed the County to join the Climate Reality's County Climate Coalition, committing to uphold the United Nations Paris Agreement. To meet this commitment and frame the larger task of addressing climate change and reducing carbon emissions, the Department of Environment and Sustainability (DES) developed, and the Board approved "All-in Clark County," the County's initiative to address climate change and create a more sustainable future for Clark County. In April 2023, the Board approved a Community-wide Sustainability and Climate Action Plan, and DES has conducted a community-wide Greenhouse Gas Emissions Inventory and developed a regional Climate Vulnerability Assessment.
The proposed ordinance formally codifies the Office of Sustainability, delegates administrative authority and responsibility of the Office of Sustainability to DES, and defines the responsibilities of all County departments to achieve the goals of the County's sustainability and climate actions plans.
The proposed ordinance was introduced at the February 20, 2024, Board of County Commissioners' meeting, and a public hearing was scheduled for March 5, 2024, at 10:00 a.m. Staff requests approval of the ordinance to amend Title 9, Chapter 9.08 of the Clark County Code.
