BACKGROUND:
In accordance with the Clark County Code 2.07.040, the Board of County Commissioners appoints eleven members to the Clark County Family Services (CCFS) Citizens Advisory Committee (CAC) to offer opinions and recommendations to the Policy and Fiscal Affairs Committee concerning the facilities, services and resources provided by CCFS. The eleven members represent the following groups: court appointed special advocate (1 member); foster and adoptive parent (1 member); local juvenile probation services (1 member); parent advocate (1 member); private provider of mental health care (1 member); Clark County School District (1 member); youth with foster care experience (1 member); general public (2 members); and child welfare advocates (2 members).
There are currently three (3) vacant positions on the CAC: one (1) general public; one (1) court appointed special advocate; and one (1) foster and adoptive parent, due to previous members leaving before the completion of their terms. There are two applicants who are qualified individuals:
Shelia Parks - General Public
Shelia brings more than 40 years of child welfare and advocacy experience to this application. She previously held the CAC's Court Appointed Special Advocate seat for more than two decades, stepping down upon her retirement from CASA in May 2026, and now seeks appointment to the General Public seat. She holds a Bachelor of Science degree in Criminal Justice and has held progressively responsible roles across the child welfare field, including Program Administrator for the Eighth Judicial District Court's CASA Program, Family Self-Sufficiency Case Manager with the Clark County Housing Authority, and direct casework with children and families in foster care, adoption, and family preservation settings. Her long history of committee service, program development, and staff/volunteer supervision provides continued institutional knowledge and a strong foundation for offering informed recommendations on CCFS facilities, services, and resources.
Vickie Wilson - Court Appointed Special Advocate
Vickie brings more than two decades of progressive child welfare leadership spanning both the District Court CASA Program and Clark County Family Services. She currently serves as CASA Program Administrator, providing executive oversight of advocacy services for children in dependency proceedings, following years as the program's Volunteer Coordinator supervising complex abuse and neglect cases. Her earlier tenure with Clark County Family Services included roles in direct care, foster home licensing and recruitment, and program analysis, giving her a comprehensive view of the child welfare system from multiple vantage points. She holds a Bachelor of Arts in Sociology and a Master's degree in Special Education, and currently serves on the Community Improvement Council and the Safe Babies implementation committee as the CASA representative, positioning her to offer well-rounded, system-informed recommendations to strengthen CCFS services.
Accordingly, staff recommend the appointment of Shelia Parks and Vickie Wilson to the Citizens Advisory Committee. The Foster and Adoptive Parent position remains vacant.
