BACKGROUND:
Thickening of all primary sludge at the Flamingo Water Resource Center (FWRC) currently occurs within the fourteen primary clarifier basins. FWRC will discontinue the practice of in-basin primary sludge thickening for all existing and future primary clarifiers due to the adverse impacts it has caused on the mechanical systems of the clarifiers and the insufficient volatile fatty acid production the practice has resulted in. In-basin primary clarifier thickening will be replaced using gravity thickening basins.
During Project 18003, FWRC Expansion Master Plan, it was determined that all future and existing primary thickening would occur in new gravity thickeners to be located at the East Campus adjacent to the existing Solids Facility. The Master Plan further determined that four new 80- foot diameter thickeners are required to meet the intermediate 150 MGD treatment requirements and that two additional thickeners will be needed in the future for the 180 MGD ultimate build-out.
Project 19102, FWRC Primary Sludge Thickening Improvements, will replace twenty primary sludge pumps, install a new primary sludge screening facility, screened primary sludge splitting box, four 80-foot diameter gravity thickeners, thickener overflow pump station, electrical building, foul air biofilters, and all required piping and appurtenances at the FWRC East Campus.
An advertisement for bids was published on November 15, 2022, in the Las Vegas Review-Journal and was posted on the District's website. Bids were received and publicly opened on February 9, 2023, at 2:00pm. Two (2) bids were received:

In accordance with NRS 338.1385(5), if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder.
Staff recommends the Board approve the selection of and authorize the General Manager to sign a contract with Sletten Construction of Nevada, Inc., as the lowest responsive and responsible bidder. Sletten Construction of Nevada, Inc., holds a Clark County business license.
