BACKGROUND:
To comply with various critical infrastructure laws and regulations, including but not limited to, the requirements imposed by the Department of Homeland Security, the Federal Emergency Management Agency, and the Environmental Protection Agency, the District utilizes security and surveillance equipment to help protect its critical infrastructure assets. To ensure continuous monitoring, the District must have a readily available source of equipment and software.
Staff recommends that the Board approve and authorize the General Manager to issue purchase orders to Global Surveillance Associates, Inc., for the purchase of preventative maintenance, repairs, software upgrades, software licensing, and equipment, on an as needed basis, as long as the competitive bidding exception applies. Staff will submit an annual report to the Board detailing incurred expenditures.
The following are pertinent provisions of the agreement:
• The term of the agreement is from June 21, 2022 and will continue for as long as the competitive bidding exception applies, with a price increase not to exceed 10% for each year of the contract term.
• The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.
In accordance with NRS 332.115.1 (c), (h), (i), (j), and (s), the competitive bidding process is not required because this is equipment that may be more efficiently added to, repaired or maintained by this certain vendor, and the items include peripheral equipment/devices for computers, software, and systems of communication. Global Surveillance Associates, Inc., (NBE) currently holds a Clark County business license.
