BACKGROUND:
The District requires electrical power for all of its facilities, including lift stations. In order to maintain the stability and reliability of the electrical power source, the District administers a validation and testing program that integrates the services of a qualified provider with certified technicians and highly specialized equipment unique to the testing procedures. The electrical testing program reduces the risk of unplanned outages, minimizes costly breakdowns, and establishes vital baseline data for subsequent pre-failure replacement planning. Moreover, this program is essential for enhancing and maintaining workplace safety conditions for District operations and maintenance personnel.
Invitation to Bid (ITB) No. 230009 for Electrical Testing Services was advertised on June 1, 2023, in the Las Vegas Review Journal and posted on the District Website. On July 13, 2023, one (1) firm submitted a bid. The bid results are as follows.

Electrical Reliability Services, Inc. (NBE) $3,419,487.00
Staff determined the bid submittal to be fair and reasonable and recommends that the bid be awarded to Electrical Reliability Services, Inc., as the lowest responsive and responsible bidder.
The following are the pertinent provisions of the contract:
• The initial term of the contract is from December 18, 2023 through December 17, 2024;
• The contract includes the option to renew for four (4) additional one-year periods;
• This contract includes the District's option to terminate or suspend for cause or convenience with advance written notice.
In accordance with NRS 332.065, if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder. Electrical Reliability Services, Inc., currently holds a Clark County business license.
