BACKGROUND: 

The proposed ordinance amending Title 16 - Roads and Highways for lane closure provisions is to provide revenue for the rehabilitation of public roads, and to fund services needed for the review and approval of traffic control plans and encroachment permits. The lane closure fee is an incentive to limit lane reductions to only those periods when work is actively being performed. The proposed changes will increase revenue to support development in the review of plans, maps, technical studies, and the inspection of improvements in the public right-of-way.

The proposed changes to the Title 30 Fee Schedule will allow the Enterprise fund to offset the cost of processing applications and help support development review by balancing revenue with demand, and the cost of technological and process improvements. 

A Business Impact Statement (BIS) was prepared pursuant to NRS 237.090 and workshop was held, pursuant to NRS 237.080(5), on December 10, 2025, to hear any comments and arguments. The proposed ordinance includes modifications made to an original proposal as a result of the BIS and workshop. Staff recommends scheduling a public hearing on October 6, 2026, at 10:00 A.M.
