BACKGROUND: 

On February 26, 2025, the Clark County Department of Aviation (CCDOA) released Request for Qualifications 27-25 (RFQ) to identify qualified companies to provide ground handling services for international airlines operating at Harry Reid International Airport (Airport).

Following the RFQ process, three companies were selected based on scoring and recommendations from a review panel comprised of both airline and airport representatives. CCDOA has since negotiated separate Operating Agreements (Agreements) with each of the selected companies. 

Key provisions of the Agreements include:
1) Each company is authorized to provide international ground handling services to international airlines 
    operating at the Airport.
2) Airport will receive 7% of gross revenue, in addition to applicable rentals, fees, and charges.
3) The term of each agreement is 10 years.

Each Agreement has been reviewed and approved as to form by the District Attorney's Office. Advertising, in accordance with NRS. 496.090, has been completed.
