BACKGROUND: 

The Clark County Department of Family Services (DFS) is receiving supplemental American Rescue Plan Act (ARPA) grant funds for a Qualified Residential Treatment Program.

A Qualified Residential Treatment Program (QRTP) is a designation for foster care group homes that was
created at the federal level to ensure that congregate care settings provide high quality treatment level
care only when they are needed and order to ensure children and youth are in family-based settings
whenever possible.

The allocation of ARPA funding for this level of care would allow child welfare agencies pilot and fund the
daily rate for beds in group homes while the Division and the local child welfare agencies finalize the
requirements for the QRTPs. Clark county has current contracts with multiple providers who provide
specialized foster care services. The QRTP level of care is a level of care that is appropriately developed
by and is in the scope of the specialized foster care agencies. ARPA funding is needed for the daily rate,
as Families First Transition Act dollars can be uses to support some of the start up funds.

This project would support a 12-bed pilot in Clark County, with a goal of a fully-function QRTP program
having a total of 40 community- based beds. This 12 bed pilot would be able to serve 12 children at any
given time.

The award process for this grant differs from the normal grant application process as funding is made available to the State and passed through to DFS as a subrecipient without application submission or competitive process.  The State has made the grant award in accordance with NRS353.263. 

Staff requests the Board approve and accept any funds awarded.
