BACKGROUND:
In response to the unprecedented crisis in housing affordability and availability, in 2022 the Board of County Commissioners (BCC) created the Community Housing Fund (CHF) and subsequently awarded $119,658,500 in gap financing to support the development or rehabilitation of over 3,000 multifamily rental units to serve Clark County households at up to 80% of the Area Median Income (AMI). In order to meet the additional demand for housing with supportive services targeted at residents at 50% and 30% AMI (Permanent Supportive Housing), staff recommends the additional funding of Visions Park, the Blind Center of Nevada's qualifying 2022 CHF application, for a total amount of $8,000,000.
Approval of this award will support the creation of 100 Permanent Supporting Housing units which will serve those in need of comprehensive and specific services designed to support the blind and visually impaired at income levels of 40% AMI and below.
Pursuant to BCC approval, staff will draft a grant agreement and any associated documents and submit those for signature to the County Manager or his designee. Further, Clark County will be responsible for monitoring the funded project to ensure that the units contained therein remain affordable, and to ensure compliance with the requirements of the CHF Program.
