Substantial Amendment to FY2024-2025 Annual Action Plan

BACKGROUND: 

On March 19, 2024 the Board of County Commissioners approved Accessible Space, Inc. for an award of $1,830,790 in HOME funds to support the construction of a 10-unit apartment complex intended for adults with brain injuries. The March 2024 award was also included in the County's FY 2024-2025 HUD Annual Action Plan, which was approved by the Board on July 16, 2024.  The FY 2024-2025 HUD Annual Action Plan describes the funding allocations for the Community Development Block Grant (CDBG), the HOME Investment Partnerships Program (HOME), the Emergency Solutions Grant (ESG), and the Nevada Account for Affordable Housing Trust (AAHTF).

In April 2025, Accessible Space, Inc. formally notified the Clark County Community Housing Office that the project awarded HOME funds in March of 2024 was not moving forward and therefore they could no longer accept the $1,830,790 award.  As a result, staff recommends removing the $1,830,790 HOME award from the County's FY2024-2025 Action Plan and amending the plan accordingly to reflect this change. This amendment also ensures compliance with HUD regulations governing adjustments to annual action plans.
