BACKGROUND: 

Clark County on behalf of the Department of Social Service (CCSS) requests that the Board of County Commissioners (BCC) ratify the approval and authorize the Chief, Financial Officer  to sign the  acceptance of 2021Agreement, Amendment #3 to use Consolidated Appropriations Act Funds from the State of Nevada, Department of Business and Industry, Nevada Housing Division.


The State of Nevada, Department of Business and Industry, Nevada Housing Division amended the April 9, 2021 Agreement with the First Amendment on September 7, 2022 and Second Amendment on September 29 ,2022 and is modifying those Agreement with this Third Amendment.

Clark County as a political subdivision of the State of Nevada will receive Funds not to exceed the total of $108,283,486 to assist eligible households in Clark County with rental assistance.  Households eligible will receive assistance under the programs must have a documented loss of income as a result of COVID-19 pandemic and a houshold income at or below 80% or area median income for Clark County.  Funds must be expended between March 1, 2021 and December 31, 2022 (Expenditure Date).

Clark County agrees that any Program costs, unless otherwise specified, exceeding the $108,283,486 provided by the Nevada Housing Division pursuant to Amendment #3 will be the responsibility of Clark County. No more than five (5%)  percent of the Funds may be used for administrative expenses. Any ongoing program costs, such as maintenance and operations, shall be the sole responsibility of Clark County.
