BACKGROUND:
The Justice Department's Bureau of Justice Assistance (BJA) has released a Notice of Funding Opportunity (NOFO) to support developing, implementing, or expanding de-escalation and crisis response training programs that improve law enforcement responses to and outcomes for individuals in crisis who have behavioral health conditions, intellectual and developmental disabilities (I/DDs), physical disabilities, and/or traumatic brain injuries. If approved, CCJJS is planning on submitting an application to create and operate a De-escalation and Crisis Response Training Program for Juvenile Detention and Spring Mountain Youth Camp (SMYC). This grant would help CCJJS with tactical skills and strategies to effectively de-escalate crisis situations, enhance safety, and protect officer wellbeing.
As part of this grant, CCJJS will request two (2) “Training Specialist” positions, salary schedule C27. Both positions will be limited-permanent status tied solely to on-going grant funding and grant period dates.
Per the NOFO, funding will be allocated to the agency based on Peer Review Criteria and Merit.
While CCJJS has not applied for or received the grant at this time, if awarded, it is anticipated not to exceed $700,000 for a three-year period. The final amount of this allocation is unknown at the time of this submission.
This agenda item requests permission to submit the application for the BJA grant to create and operate a De-escalation and Crisis Response training program for Juvenile Detention and Spring Mountain Youth Camp (SMYC).
