BACKGROUND: 

Clark County Social Service (CCSS) requests that the Board of County Commissioners (Board) approve and ratify the August 2024 submission of a grant application to the U.S. Department of Housing and Urban Development (HUD) for the Southern Nevada Continuum of Care (SNCoC) for funds to support the Youth Homelessness Demonstration Program (YHDP) Planning Project. An award of $256,444 has been granted, and CCSS seeks the Board's authorization and approval for the Deputy County Manager, or her designee, to accept the funds.

YHDP is an initiative designed to reduce the number of youth experiencing homelessness introduced in 2016. The goal of YHDP is to support selected communities, including rural, suburban, and urban areas across the United States, in the development and implementation of a coordinated community approach to preventing and ending youth homelessness. YHDP awards build upon previous work by HUD to support young Americans who are transitioning out of foster care and experiencing or at risk of experiencing homelessness. The Southern Nevada CoC 2024 YHDP Planning Project intends to provide support towards improving measurement and evaluation of regional responses towards ending youth homelessness, analyzing gaps, facilitating the Coordinated Community Plan, implementing best practices in services, and incorporating the feedback of those experiencing homelessness in decision-making processes. The CoC has been applying for seven of the eight application rounds of YHDP. The CoC chose to skip applying for round seven to take the year to complete a reflection of areas of need and then strengthen those areas of need of our Youth Action Board. This is the first time the CoC has been awarded and was one of 14 communities awarded.

For the $256,444 in awarded funds, Clark County will provide a 25% match; consisting of $50,000 cash and $14,111 in staff salaries from CCSS activities that support the CoC.
