BACKGROUND: 

On August 11, 2022, the Regional Transportation Commission of Southern Nevada (RTC) approved Interlocal Agreement 23-017 with Clark County, City of Las Vegas, City of North Las Vegas, City of Henderson, City of Boulder City, and City of Mesquite to outline the roles and responsibilities between the entities for the maintenance and operation of the infrastructure along the arterials in the Clark County area, known as the Arterial Management System (AMS).

Amendment No. 1 was presented and recommended for approval at the April 16, 2024, RTC Operations Subcommittee meeting to update Exhibit A, Scope of Agreement, and extend the contract date. Amendment No. 1 was approved by the RTC Operations Subcommittee and brought forward to the June 13, 2024, RTC Board of Commissioners meeting. As part of the subsequent approval process with the local agencies, it was identified that additional revisions were necessary to ensure the inclusion of the City of Boulder City and the City of Mesquite within the Scope of Agreement. RTC has modified Paragraph 1 of Exhibit A, Scope of Agreement, to address the comments received and ensure that all jurisdictions are accurately reflected in Exhibit A. The revised Amendment No. 1 was approved at the June 17, 2025, RTC Operations Subcommittee meeting, and August 14, 2025, RTC Board of Commissioners meeting.

The District Attorney's Office has reviewed and approved the revised first amendment as to form.
