BACKGROUND: 

Clark County Social Services request that the Board of County Commissioners (Board) approve the submission of the grant application to HUD for the Northern Nevada CoC HMIS Project, and authorize the Deputy County Manager to accept any grant funds awarded.  This is a 12-month project with an opportunity to apply for an annual renewal as part of the CoC consolidated application. Funding is anticipated to start July 1, 2026.

Pursuant to 24 CFR 578.7(b), HUD requires communities and recipients of CoC Program, Emergency Solutions Grant, and other federally funded programs to implement a HMIS and collect data on homelessness. A HMIS is designed to collect client data, generate unduplicated client counts, and track service utilization. Collected data is used by the local jurisdictions and HUD to understand homelessness in the region, plan for services, and allocate funding to end homelessness.

Pursuant to 24 CFR 578.37(a) only HMIS Leads may apply for HUD funded HMIS projects. Clark County was designated as the HUD HMIS Lead for the Northern Nevada CoC in 2013. As the HMIS Lead Clark County has successfully applied and received grant funds on behalf of Northern Nevada CoC for HMIS activities since 2015.

CCSS is applying for $128,671 and the Nevada Housing Division will provide ESG funds, through a separate grant application, for match of $32,168 for this project. This renewal application will continue to provide software licensing and administration to this CoC.  This grant application will be incorporated into the 2025 Northern Nevada CoC consolidated application that is anticipated to be due to HUD in the Fall of 2025.
