BACKGROUND:
Clark County Family Services (CCFS) has received Title XX funding from the Department of Health and Human Services (DHHS) since 2006. These funds had been awarded to DFS as a block grant issued by the DHHS. In October 2017 this pass-through award was received as a separate line item in the annual state award to CCFS and funded as a grant subaward through DHHS Office of Community Partnership and Grants.
On June 24, 2025, CCFS received notice of Amendment No 1 extending the subaward period through September 30, 2025, to align with Federal Fiscal Year funding and reporting.
On September 8, 2025, CCFS received notice of Amendment No 2 that increases the budget by $492,642 to cover expenses during the period of July 1, 2025 - September 30, 2025.
Ratification of this item will allow CCFS to fund a contractual agreement with a qualified provider of therapeutic mental health services. Services for children and families include clinical behavioral health services, mental health evaluation, individual therapy, supportive education and training, family counseling and medication management by board certified psychiatrists. It is the goal of CCFS to provide these services in hopes of reducing placement disruptions, decreasing hospitalizations, reducing the amount of psychotropic medications, and helping to increase permanency, well-being and safety for children in foster care.
Due to the short time frame between the subaward notice of amendment and CCFS needing to accept the funds awarded, the subaward was accepted prior to Board approval.
Staff requests that the Board approve and ratify the amendments and accept the funds awarded.
