BACKGROUND: 

42 U.S.C. § 673(a)(8)(A) is a section of federal law that requires states to calculate any financial savings resulting from the "applicable child" provision of the federal adoption assistance program.  Under this law, the Clark County Family Services (CCFS) has been receiving annual grant award to provide supportive services to facilitate and maintain the successful adoption of children from Clark County Child Welfare System.  This item is being submitted to the Board of County Commissioners (BOARD) to approve and accept the grant for the grant period July 1, 2025 through June 30, 2026, to provide:
     •   post adoption and post guardianship supportive services for up to 150 individuals;
     •   respite services to placement and adoptive families;
     •   subsidies to match non-iv-e portion for KinGap services; and
     •   financial emergency assistance to prevent disruption for a minimum of 70 families

In addition, this item will fund the continuation of two (2) grant funded limited permanent full-time positions: one (1) Office Assistant II (C21) and (1) Social Work Specialist (C29).

The award process for this grant differs from the normal grant application process as funding is made available to the state and passed through to DFS without advance notice, competitive process, or application submission. 

Staff requests the BOARD approve the grant award and accept the funds awarded.
