Description:	STAR Transitional Housing and Rapid Rehousing Project
Additional Comments:	Based on the most recent data for each metropolitan area, Fair Market Rents (FMR) generally rise and fall annually. As such, we expect the award amount to vary up to 10% each year based on the current FMR for our community, not the FMR for the year in which the application was submitted.

BACKGROUND: 

Clark County Social Service (CCSS) requests that the Board of County Commissioners accept the renewal of award from the U.S. Department of Housing and Urban Development (HUD) for Stability, Tenancy, Access, Restore (STAR) Transitional Housing-Rapid Rehousing (TH-RRH); authorize the continuation and creation of grant funded positions contingent upon award; authorize the Assistant Director of CCSS to sign all grant documents; and accept any grant funds awarded.

On January 29, 2021, the U.S. Department of Housing and Urban Development (HUD) awarded $2.5 billion to support local homeless assistance programs across the nation. Due to the pandemic, HUD was given congressional approval to renew 2019 CoC projects instead of hosting a 2020 CoC competition. The renewal amounts differ slightly from the previous award due to changes in local fair market rents (FMR).

Clark County Social Service (CCSS) has previously applied for the STAR TH-RRH Project through the Southern Nevada Homelessness Continuum of Care (CoC) consolidated grant application process which was submitted to HUD in 2019. The renewal award reflects an increase to FMR.

STAR TH-RRH provides 93 units of housing and supportive services to Veterans and households experiencing homelessness; highly vulnerable individuals, families, and transition age youth experiencing literal homelessness who have a mental illness or a co-occurring mental illness and substance use disorder; and highly vulnerable frequent users of high cost public systems such as jails and emergency rooms with transitional and rapid rehousing. Stable housing placement is provided in coordination with match and leveraged resources for case management and supportive services to increase client success and reduce recidivism rates of high cost public systems.

CCSS has been renewed for $1,751,784 for twelve (12) months of services with a project term of December 1, 2021 through November 30, 2022, and the grant includes annual renewal options through the local CoC process. STAR TH-RRH will receive cash match resources of $386,511 from the CCSS property tax revenue.

Of the total grant award, $632,900 is budgeted for personnel and fringe benefit costs for five (5) Family Services Specialists I/II (C27/28) to provide intensive case management, one (1) Senior Family Services Specialist (C29) to serve as a Vocational Specialist, two (2) Part Time Hourly Management Assistants to serve as a housing navigators, one (1) Social Work Supervisor (C30) to oversee the day-to-day operations of the program, one (1) Office Assistant II (C21) to support daily administrative functions, and approximately 50% of the salary for one (1) Financial Office Specialist (C23) to process invoices and review fiscal documents. The Part Time Hourly Management Assistants, Office Assistant, and Financial Office Specialist positions may be shared with other HUD funded projects and the portion of their time spent working on another grant will be charged accordingly. The personnel and fringe benefits projection will increase annually as required with merit and/or cost of living increases. The above requested positions will not be filled until after the grant award has been received.
