BACKGROUND:
Nevada Revised Statutes (NRS) 540.121 through 540.151 require all suppliers of water to prepare and adopt a water conservation plan every five years. In addition, the Reclamation Reform Act of 1982 (RRA), Section 210(b), requires the Southern Nevada Water Authority (SNWA) to maintain a five-year conservation plan on file with the Bureau of Reclamation.
The SNWA’s Joint Water Conservation Plan (Plan) for 2019 through 2024 was developed to meet NRS and RRA requirements, addressing the regional conservation initiatives of the Authority and its member agencies. The Plan describes the SNWA’s current conservation goal and efforts, as well as strategies and tactics for continued water savings. The Plan also provides a review of the SNWA’s conservation programs and achievements since 1999.
The Plan was accepted by the Nevada Division of Water Resources. On November 21, 2024, the SNWA's Board of Directors adopted the Plan. Pursuant to the SNWA 1995 Amended Cooperative Agreement, the governing boards of all member agencies are also required to approve the Plan. Additionally, the District seeks to adopt the Plan because the District supplies a relative small amount of reclaimed water to a very limited group of customers. Once adopted by the SNWA’s member agencies, the Plan will be submitted to the Bureau of Reclamation.
As a member agency of the SNWA and supplier of reclaimed water, staff recommends the Board approve and adopt the Plan.
