BACKGROUND:
The proposed ordinance will amend Clark County Air Quality Regulation (AQR) Section 44, “Prohibitions on Planting, Selling, or Offering to Sell Fruitless Mulberry and European Olive Trees,” to provide authority for the Control Officer to issue Certificates of Exemption (COE), to require genetic testing as a condition of renewing a COE, and to inspect plant staging areas for compliance; and repeal and adopt a new AQR Section 45, "Idling of Diesel Powered Motor Vehicles,” to identify the vehicles that are subject to its requirements, add definitions for terminology, and identify activities that are exempted from the rule.
Staff recommends that a public hearing be set for August 3, 2021 at 10:00 a.m.
