BACKGROUND: 

Clark County received subaward SG-2024-00239 from the State of Nevada in February 2024 to develop and implement a jail-based mental health program.  Performance dates were 02/01/2024 - 12/30/2025.  The primary goal of the program was to introduce mental health services at an earlier point in the justice process while incarcerated individuals wait for a bed at a state hospital.  The SMART Program commenced in June 2024 with an average monthly enrollment of 30 individuals.  As of December 30, 2025, the cumulative impact of the program totaled 562 enrollees.

The Nevada DHHS Division of Public and Behavioral Health (DPBH) has solicited Clark County to continue an American Rescue Plan Act (ARPA) allocation for the purpose of providing mental health services in jails for those individuals awaiting inpatient restoration services.  Funding for continuation of the jail-based mental program (SMART) will consist of 14.83% ARPA and 85.17% State of Nevada General Fund.

Approval of this item will allow the County to retain Recovery Solutions for program management of the 60-bed unit at the Clark County Detention Center.  The SMART Program includes:

                     Admissions screening and assessments
                     Individualized treatment planning
                     Intensive day treatment structure
                     Individual and group treatment
                     Psychiatric services
                     Medication and medication monitoring


SMART is not intended to replace jail-based competency services provided by the State of Nevada DHHS. 
The primary goal of SMART is to introduce mental health treatment at an earlier time in the adjudication of individuals with mental illness and shortening subsequent stays in a forensic hospital.  Recovery Solutions has overall clinical and programmatic responsibility for the module while all program staff would be trained to support mental health therapeutic treatment and recovery efforts.  Program staff would include psychiatrists, clinicians, mental health facilitators, activity therapists, a peer support specialist, registered nurse, and administrative support staff. Grant compliance and reporting will be overseen by the LVMPD Senior Analyst assigned to Detention Services Division in coordination with the Clark County Finance Department. 

Staff requests that the Board ratify the submission of the grant application and accept the funds awarded.
