BACKGROUND: 

The Hazard Mitigation Plan (“Mitigation Plan”) results from a collaborative effort involving the county, city departments, allied jurisdictions, and non-governmental organizations. It allows agencies to mitigate potential natural and human-caused threats and hazards, and identify strategies to prevent and/or minimize loss of life and property damage. Formal adoption makes participating agencies eligible to apply for grant funds to implement these strategies.

On February 20, 2018, the County received Board approval for the Clark County 2018 Multi-Jurisdictional Hazard Mitigation Plan. Subsequently, on September 18, 2018, the District’s Board of Trustees adopted the Mitigation Plan as the District’s.

To maintain eligibility for federal disaster assistance, the Mitigation Plan must be updated and resubmitted for state and federal approval, and adopted by participating agencies every five (5) years. Pursuant to the requirement, the Mitigation Plan has been updated in 2024 by the Clark County Office of Emergency Management and Homeland Security with support and participation of representatives from Clark County departments, local jurisdictions, and special districts within Clark County.

On February 6, 2024, the Clark County Board of Commissioners adopted the Clark County Multi-Jurisdictional Hazard Mitigation Plan update for 2024.

Staff requests the Board of Trustees approve, adopt, and authorize the Chair to sign District Resolution 24-002, adopting the Clark County Multi-Jurisdictional Hazard Mitigation Plan update for 2024 as the District’s Mitigation Plan.
