BACKGROUND:

Clark County Social Service Community Resources Management received $690,821 in FY 2022/2023 Emergency Solutions Grant (ESG) funds.  Local nonprofit agencies completed an application for funding detailing information related to proposed projects, budgets, and information concerning their nonprofit status and agency management. The Community Development Advisory Committee (CDAC) and Southern Nevada Continuum of Care Evaluation Work Group reviewed all applications. This group recommended projects that would most closely support our community's initiative to end homelessness needs and made allocation recommendations accordingly.

On March 1, 2022, the Board of County Commissioners approved the recommended allocation of Emergency Solutions Grant funds. $414,492 was designated for Emergency Shelter and $214,018 was designated for rapid rehousing.

Per the directive given by the CDAC for any additional or returned awards the funds are to be distributed evenly among the remaining providers by program type.

Rapid Rehousing funds initially awarded  to El Shaddai Refuge Homes Community Development Corporation ($24,249 RRH funds) are being recommended for reallocation to three other grantees:  Lutheran Social Services of Nevada: Family Empowerment program ($8,083, bringing the award to $54,483), The Salvation Army: Rapid Rehousing program ($8,083, bringing the award to $68,849) and St. Jude's Ranch for Children: Homeless Youth Families program ($8,083, bringing the award to $90,686).  All of the reallocated awards are to be extended through 6/30/2024.

Emergency Shelter funds initially awarded to Refuge for Women Las Vegas ($53,740 ES funds) are being recommended for reallocation to five other grantees by program type: Family Promise of Las Vegas: Emergency Shelter-Bridge Units program ($10,748, bringing the award to $74,653),  HELP of Southern Nevada: Shannon West Homeless Youth Center ($10,748, bringing the award to $81,229), Nevada Partnership for Homeless Youth: NPHY Emergency Shelter for Homeless Youth ($10,748, bringing the award to $76,247), S.A.F.E. House: Emergency Services program ($10,748, bringing the award to $82,382), and Safe Nest: Temporary Assistance for Domestic Crisis, Inc.: Emergency Shelter for Domestic Violence Victims project ($10,748, bringing the award to $99,981).  All of the reallocated awards are to be extended through 6/30/2024.

Following the adoption of this reallocation, County staff will prepare the required grant amendments per Nevada Revised Statutes 244.1505, which will then be sent to the County Manager or his designee for approval in advance of the implementation of the approved projects.

The District Attorney's office has reviewed and approved this item as to form.
