BACKGROUND: 

The State of Nevada, Department of Business and Industry, Nevada Housing Division (NBD) is the administering agency for the Low-Income Housing Trust Fund (Trust Fund) established in 1989 to fund low-income housing activities. Clark County Social Services (CCSS) has received funding for the Welfare Set-Aside Program (WSAP) since 1994. One of the Trust Fund's major project areas is for welfare activities. WSAP provides housing related assistance to eligible individuals whose income is at or below the federally designated poverty level. Pursuant to AB540, WSAP has been incorporated into the Account for Affordable Housing (AAH) emergency assistance program.

While CCSS has not received notification of the 2027 WSAP allocation at this time it is anticipated not to exceed $600,000 for fiscal year 2027 based on the 2026 award. The final amount of this allocation is unknown at the time of this submission. 

This agenda item requests permission to submit the application for the Account for Affordable Housing emergency assistance program allocation. This funding will allow CCSS to disperse funds to eligible households under the set-aside for emergency assistance criteria.
