BACKGROUND:
The Workforce Innovation and Opportunity Act of 2014 (WIOA) allocates federal funds for workforce development services in locally determined workforce development areas. The cities of Las Vegas, North Las Vegas, Henderson, and Boulder City and the counties of Clark, Lincoln, Nye, and Esmeralda entered into the Chief Local Elected Official Consortium Agreement on July 8, 2015 (2015 Agreement) that reestablished a consortium of local elected officials (Consortium) for the Southern Nevada Workforce Development Area in compliance with WIOA’s requirements. In the 2015 Agreement, the Consortium, pursuant to WIOA, designated Workforce Connections as the local workforce development board for Southern Nevada to administer federal WIOA programs.
The resolution will adopt and authorize the Chair to execute the Cooperative Agreement for the Chief Local Elected Official Consortium and the Establishment of Workforce Connections as a Joint Powers Authority (Cooperative Agreement) which will replace the 2015 Agreement and formally establish Workforce Connections as a separate legal and administrative public entity pursuant to NRS 277.045, NRS 277.110, NRS 277.120, and NRS 277.140 responsible for (i) administering and coordinating the performance and responsibilities for the local workforce development board as set forth in WIOA and (ii) being the subrecipient of WIOA federal funds. The Cooperative Agreement also restates the respective roles and responsibilities of each member of the Consortium.
