BACKGROUND: 

The District’s Service Rules govern the process and associated fees for connecting to and receiving sanitary sewer service from the District. In order to connect a building to the District's collection system, a property owner must submit an application and pay a connection fee that accounts for the number of fixtures and type of business to be operated from the building. The payment of the requisite connection fees has been identified as an impediment to the goal of advancing redevelopment within economically disadvantaged areas specifically identified as a Redevelopment Area by the Clark County Redevelopment Agency.

In an effort to further promote redevelopment within Redevelopment Areas, the District has developed an Agreement for the Extended Payment of Sewer Connection Fees that allows the District to approve a connection to the District's collection system while connection fees are paid over an extended period of time. The easing of the immediate financial burden of a lump sum payment towards connection fees allows for available capital to be used for other redevelopment expenses in support of the opening new business or modifications of existing business.

The Agreement will, among other things, extend the payment of the connection fees for up to two years, without interest, and will be recorded against the Property to be binding on any future owners until the connection fee is paid in full.

Once approved, the General Manager's authority to enter into an Agreement for the Extended Payment of Sewer Connection Fees will continue in effect indefinitely for any property within a Redevelopment Area, whether the area is designated as such before or after the date of Board Action.
