BACKGROUND: 

In response to the Coronavirus Pandemic (COVID-19), the U.S. Department of Housing and Urban Development (HUD) has allotted Emergency Solutions Grant (ESG-CV) funds through the Nevada Housing Division (NHD) to assist with prevention, treatment, and response to the novel pandemic.  Clark County applied for these funds on behalf of the jurisdictional partners including Cities of Las Vegas, North Las Vegas, and Henderson. Clark County Social Service (CCSS) requests that the Board of County Commissioners ratify the submission of the grant application to the Nevada Housing Division for funding from the Emergency Solutions Grant related to the Coronavirus Pandemic (ESG-V State) funding allocation to support rental assistance and administrative costs associated with Operation HOME! Rapid Rehousing programming.

CCSS submitted a project proposal related to this allocation that supports the community-wide efforts related to Operation HOME!, a collaborative approach to increase the speed and effectiveness of the system of care that moves people experiencing homelessness and at higher risk of complications from COVID-19 infections into housing. A multi-jurisdictional leadership team has recommended these funds be used to support the rental assistance associated with rapidly rehousing individuals experiencing homelessness who are at risk for complications associated with COVID-19. These funds are intended to be braided with other funding sources, such as CDBG-CV, to ensure that clients are wrapped in a full-range of case management and supportive services to support reaching health and self-sufficiency. Community partners with extensive experience and a history of positive outcomes in this field of service will be awarded sub-grants to conduct the activities associated with this project. These sub-grants will be memorialized in formal resolutions.
