Approve a Memorandum of Understanding (MOU) between the Clark County Redevelopment Agency (RDA) and the Las Vegas Metropolitan Police Department (LVMPD) for the reimbursement of costs to purchase, license and/or install security cameras, license plate reader cameras and other related hardware and software within Areas 5 and 6 of the Redevelopment Area and authorize the Executive Director or his designee to sign the MOU; and, further, that the Board of County Commissioners consent to the foregoing approval. BACKGROUND:
The Las Vegas Metropolitan Police Department (LVMPD) utilizes closed-circuit security cameras, automatic license plate readers, gunshot detection, facial recognition, and crime pattern analysis software, managed in a 24/7 real-time crime center named Fusion Watch, to help deter crime and engage in proactive crime control.
This MOU will reimburse LVMPD for the purchase of security cameras, license plate readers, and other related hardware and software for deployment in Areas 5 and 6 of the Redevelopment Area for utilization by Fusion Watch.
NRS 279.486 permits the RDA, with the consent of the Clark County Board of County Commissioners, to enter into a contract with a governmental entity to reimburse the governmental entity for all or part of the cost of any building, facility, structure or other improvement, or both, by periodic payments over a period of years.
In consideration of the factors set forth in NRS 279.486, the RDA finds that the deployment of the security cameras and license plate readers will be of benefit to the Redevelopment Area or the immediate neighborhood in which the Redevelopment Area is located by deterring criminal conduct in the Redevelopment Area, thereby helping to encourage the creation of new businesses or other appropriate development and increase the level of human activity in the Redevelopment Area or the immediate neighborhood in which the Redevelopment Area is located. Further, as the cameras and license plate readers must be integrated into the LVMPD's existing infrastructure, no other reasonable means of financing these improvements are available.
