BACKGROUND: 

Clark County Social Service (CCSS) requests that the Board of County Commissioners ratify an Amendment to the resolution for funds to WellCare Services Behavioral and Medical Clinic to extend the resolution to provide Non-Congregate Shelter Services. Original resolution for WellCare Behavioral and Medical Clinic was executed on January 13, 2021. Funds for Non-Congregate Shelter services were provided in response to COVID-19, to provide shelter for patients who have tested positive for COVID-19, are awaiting test results, has had known contact with someone who tested positive for COVID-19, or is at high risk for severe illness from COVID-19 so much so that they should not enter a congregate shelter setting. Non-congregate Shelter Services offer a safe, decentralized location to minimize the risk and spread of COVID-19 amongst those individuals currently experiencing homelessness in Southern Nevada.

This resolution was a temporary solution and emergency response to COVID-19 and the resolution was scheduled to conclude after six-months on June 30, 2021. Rises in COVID cases and uncertainty about the course of the COVID-19 pandemic led to a need to continue Non-Congregate Shelters beyond June 2021. This resolution previously provided funds for 14 non-congregate shelter beds for isolation and quarantine, this resolution will be amended for expansion to fund up to 36 beds through February 28, 2022.

The District Attorney's Office has reviewed and approved the resolutions as to form and WellCare Services Behavioral and Medical Clinic has accepted the terms and conditions contained in the resolutions.
