BACKGROUND:
On April 19, 2018, the Board of County Commissioners (Board) approved the award of CBE No. 604790-18 to Environmental Systems Research Institute, Inc. (LBE) in the amount of $814,401.69 for Geographical Information Systems (GIS) software and services.
This Contract is for the software and services that enable County to provide many geographic data services to all County departments including data creation, web applications, and map products with ESRI (LBE).
The following are the pertinent provisions of the Contract:
• The term of the Contract was from date of award through 5 years. Amendment No. 1 extended the Contract term for an additional five (5) one-year periods.
• Included the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
A revised Fiscal Directive No. 6, Competitive Bidding Exception, was approved because ESRI is the only seller of their software and do not have any direct competition that offer the same or similar product.
This approval will provide for additional funds to ensure the County can continue current operations. Last funding increase was inadvertently miscalculated and the amount was not sufficient to cover purchases for the remainder of the contract period.
ESRI currently holds a Clark County Business License.
