BACKGROUND:

Pursuant to Nevada Revised Statutes (NRS) 426.63 to 426.715, Clark County (County) is required to allow State of Nevada Department of Employment, Training and Rehabilitation (DETR) the first right of refusal for placement and operation of vending and food facilities on County-owned or leased property.  This interlocal contract for Lease provides DETR through its Business Enterprise of Nevada (BEN), with a priority right to utilize a portion of County facilities in order to install, service, operate, maintain, relocate and remove BEN’s vending machines located on County facilities.

Terms of agreement are as follows:
1.
Term is from approval to June 30, 2036.
2.
                     There is zero rent.
3.
County to provide utilities at no cost.

This was presented to Long Range Planning on May 13, 2026.
