Awards from Section 103 of the Clean Air Act (CAA) are specifically used to operate the PM2.5 monitoring network. These awards do not require local matches, but “in-kind” funds are withheld to pay for laboratory analyses necessary for chemical speciation of collected samples. Awards from CAA Section 103 under the Inflation Reduction Act are partially used to monitor pollutants specific to wildfire smoke. These awards do not require local matches. Awards from CAA Section 105 require local matches, which have been approximately 46% of the federal award over the last three grant cycles. DES will match Section 105 awards as required per the grant agreement. These local matches are met by applying a portion of the department's non-federally funded activities to meet the program's maintenance-of-effort requirement.

 

BACKGROUND: 

The Department of Environment and Sustainability (DES) anticipates receiving notice from EPA over the next few months inviting DES to apply for continued CAA funding for Clark County’s PM2.5 Air Monitoring and Air Pollution Control programs. DES receives these reimbursement grant funds annually to help defray costs directly associated with PM2.5 research and development, as well as with the administration of projects and programs designed to prevent and control air pollution and maintain National Ambient Air Quality Standards. This ongoing effort is consistent with the County’s strategic priority to implement measures to control sources of air pollution and meet national health standards.
