BACKGROUND: 

On August 11, 2025, the Department of Sports and Special Events received an application from Global Champions Arabian Tour to hold a special event on September 26-28, 2025, at 3120 South Las Vegas Blvd, Las Vegas, NV 89109. 

The special event is an Arabian Horse sports competition. The location is a vacant parcel that previously housed the New Frontier Hotel and Casino. The proposed outdoor event anticipates approximately 200 horses in the competition and 2000-3000 spectators in attendance. Construction for the event is to begin on September 2, 2025, and will include a temporary arena for the horse competition, which will include horse stables. The breakdown of the event is expected to be completed by September 31, 2025.

Under Clark County Code 2.70.050(E), an applicant for a Special Event Preliminary Approval may be required to appear before the Board for a public hearing under certain conditions. A public hearing is required for this application because the event will require a road closure of the Las Vegas Boulevard and/or will have significant impact on the roadways adjacent to Las Vegas Boulevard. Due to the horses, this Special Event also has the potential to cause disorder, disturbances, excessive loitering, nuisances at or near Las Vegas Boulevard.

Staff recommend that the Board consider whether to approve or deny the application, and if approved, whether any conditions should apply.
