BACKGROUND:
The Whitney Lift Station (Whitney) rehabilitation is a critical project on our Capital Improvement Program list. An engineering assessment and operational review of the 22-year old facility identifies frequent outages due to equipment failures and line blockages putting the facility at high risk of sanitary sewer overflows. Whitney is the largest and most critical lift station in our service area. This project will rehabilitate the Lift Station and its force mains to bring Whitney into conformance with the District’s current design standards and restore and improve operational reliability. The construction cost for the facility is estimated to be $40,000,000.
The District staff determined and recommends the Construction Manager at Risk (CMAR) is the best delivery method to complete this project because of its complexities and operational requirements. A Request for Proposals (RFP) to provide preconstruction and construction services was advertised in the Las Vegas Review Journal and on Demand Star on August 25, 2020. Four firms submitted proposals in response to the advertisement. They are Harber Company, Inc., Las Vegas Paving Corp., Sletten Construction of Nevada, Inc., and Tab Contractors, Inc.
A panel comprised of District engineering, construction management and operations staff scored the proposals. Attached is a table depicting the score assigned to each factor the District specified in the RFP. The Nevada Revised Statutes (NRS) stipulate that a public body select at least two, but not more than five applicants, whose proposals received the highest scores for the interviews. All four applicants were invited to interview on January 20, 2021, and each submitted their proposed compensation for preconstruction services and CMAR fee. A panel comprised of District staff scored the interviews. The applicants' final scores reflect a composition of the applicants' scores for their interview presentations and proposed compensation amount, leaving Las Vegas Paving Corp. as the highest-ranking applicant.
Staff recommends that the Board approve and authorize the General Manager to enter into negotiations with Las Vegas Paving Corp. for the preconstruction services contract. In the event the negotiations are unsuccessful, staff request authorization to negotiate with the next highest ranked firm. The preconstruction services contract will be presented to the Board for approval at a subsequent meeting. Las Vegas Paving Corp., a Nevada Business Enterprise, currently holds a Clark County Business license.
