BACKGROUND: 

On February 11, 2021 the Clark County Department of Family Services (DFS) submitted a grant application to the State of Nevada in response to the State's announcement for release of Request for Application for Victims of Crime Act (VOCA) Grant.  Grant funds are utilized for services provided to children who are victims of child abuse and/or neglect, their siblings, and their non-offending parents/caregivers.  These funds will allow for the continuation of twenty (20) full time grant funded positions and nine (9) part time grant funded positions.

DFS currently provides direct services to child victims and their non-offending caregivers utilizing VOCA funds, including positions within the Medical Case Management Unit, Child Haven, Placement, and Southern Nevada Children's Assessment Center (SNCAC).  The funds requested will provide training, fund the purchase of operational items and emergency assistance, secure contractual services for in and out of home behavioral therapy and emotional support, victims advocacy, program management and case evaluations, in home medical/mental health intervention and support,  interpreter services, sport social and pros-social services/activities for child victims, transportation, child-focused adoption recruitment, placement disruption prevention services,  and a wide range of services for At-Risk Youth (ARYS). The ARYS unit is a multidisciplinary team that provides intensive and targeted case management to victims of sex trafficking.

The VOCA grant has been awarded to DFS since 2005 to supplement services to child victims and non-offending parents/caregivers. VOCA is the repository for all criminal fines collected at the federal level and uses the funds for grants to agencies that provide services to victims of crime.  

Due to the timeframe between the grant announcement and submission due date, the grant application was submitted to DCFS on February 11, 2021 prior to Board approval.

Staff requests that the Board ratify the submission of the grant application and accept the funds awarded.
