BACKGROUND:
On March 18, 2025, The Board of County Commissioners (also sitting as the District’s Board of Trustees) approved and authorized the respective Chairs to sign the Interlocal Agreement between Clark County (County) and Clark County Water Reclamation District (District) for the construction of sanitary sewer facilities in conjunction with the County's Department of Public Works Warm Springs Road Improvements between Decatur Boulevard and Dean Martin Drive project. The District is to pay $9,767,298.15 to Clark County for the design and construction of the sanitary sewer improvements, which include the installation of a 12-inch diameter sanitary sewer line (including manholes), the installation of laterals and stubs along Warm Springs Road from Decatur Boulevard to Dean Martin Drive, and the replacement of existing sewer assets from Valley View Boulevard to Dean Martin Drive (collectively, the Sanitary Sewer Improvements). Once fully completed, the Sanitary Sewer Improvements will become the exclusive property of the District.
SNWA and the District are willing to share the total cost of the Sanitary Sewer Improvements in order to support the septic system conversion program in this area. The Interlocal Agreement memorializes this agreement, and provide that SNWA will pay the District an amount equal to one half of the bid price for the design and construction of the Sanitary Sewer Improvements, which is currently estimated to be $4,883,649.08.
