BACKGROUND: 

Clark County Family Services (CCFS) requested grant funding from the State of Nevada Department of Health and Human Services, Administration for Children and Families, to develop a resource program that would support Foster Care Caregiver Recruitment Project.  This project  will focus on enhancing the CCFS’ Foster Care Caregiver Recruitment Project by:

     •
                     Reducing financial barrier on the Placement Families by covering the placement background check fees
             for fingerprinting for every placement;
     •
                     Perform general foster recruitment targeting recruitment throughout the entire community through various
             outreach methods (e.g., social media, posters, commercials, radio ads, etc) to address the current need of
             350 placement homes for children removed due to abuse and neglect.  Some of the children removed have
             complex needs requiring higher level of care with developmental/behavioral services need; and
     •
                     Financially assist Placement Families in proceeding through the licensing process.

Currently, the average daily population in Child Haven is 96.  Approval of this item will allow the department to focus on attracting quality and desirable foster families and avoid the additional trauma children experience in a shelter.

Due to the timeframe between grant announcement and submission due date, the grant application was submitted to the State prior to Board approval.

Staff requests that the Board ratify the submission of the grant application and accept the funds awarded.
