BACKGROUND:
On May 21, 2024, Request for Proposal (RFP) No. 606549-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for Substance Use Treatment for assessment and treatment to adult defendants who have been assigned into a Las Vegas Justice Court, Specialty Court.
Submittals were received from the following firms: Bryant Community Outreach LLC (NBE), CMJ Recovery NV LLC dba Vogue Recovery Center (NBE), Charleston Residential Services, LLC dba CrossRoads of Southern Nevada (NBE), Desert Hope Center (NBE) with 2 independent business (AAC Las Vegas outpatient Center LLC dba Desert Hope Outpatient Center & Concorde Treatment Center LLC dba Desert Hope Center), Freedom House Sober Living Inc. dba Freedom Behavioral Health (NBE), Live 2 Give Community Foundation (SBE), Virtue Recovery Las Vegas LLC (NBE) and WestCare Nevada, Inc. (NBE).
CMJ Recovery N LLC dba Vogue Recovery Center and WestCare Nevada, Inc. were selected, but contracts were not negotiated in time for inclusion in this agenda item. The negotiated contracts will be brought before the Board at a later date.
An Ad-Hoc Committee comprised of 3 individuals from Clark County Justice Court reviewed and evaluated the submittal. After the evaluation, the Ad-Hoc Committee ranked the first in the following order: Charleston Residential Services, LLC dba CrossRoads of Southern Nevada, WestCare Nevada, Inc., Freedom House Sober Living Inc. dba Freedom Behavioral Health, Virtue Recovery Las Vegas LLC, CMJ Recovery NV LLC dba Vogue Recovery Center, AAC Las Vegas Outpatient Center LLC dba Desert Hope Outpatient Center and Concorde Treatment Center LLC dba Desert Hope Center.
The Ad-Hoc Committee Recommends the selection of: AAC Las Vegas Outpatient Center LLC dba Desert Hope Outpatient Center, CMJ Recovery NV LLC dba Vogue Recovery Center, Charleston Residential Services, LLC dba CrossRoads of Southern Nevada, Concorde Treatment Center LLC dba Desert Hope Center, Freedom House Sober Living Inc. dba Freedom Behavioral Health, Virtue Recovery Las Vegas LLC and WestCare Nevada, Inc.
The selected firms will provide assessment and treatment to adult defendants who have been assigned into a Las Vegas Justice Court, Specialty Court.
The following are the pertinent provisions of the Contract:
• The term of the Contract is from date of award through June 30, 2025 and includes the option to renew for 4, one-year periods.
• Includes the option to increase the award amount up to 4% for possible price increase for renewal terms.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 332.115.1(b), the competitive bidding process is not required as the services to be performed are professional in nature. Pursuant to internal policies and procedures, Clark County solicited these services through the RFP process.
AAC Las Vegas Outpatient Center LLC dba Desert Hope Outpatient Center, Charleston Residential Services, LLC dba CrossRoads of Southern Nevada, Concorde Treatment Center LLC dba Desert Hope Center, Freedom House Sober Living Inc. dba Freedom Behavioral Health and Virtue Recovery Las Vegas LLC currently hold Clark County Business Licenses. All pending selected providers will be required to hold a Clark County Business License or Vendor Registration prior to Contract award.
