BACKGROUND: 

On June 4, 2019, the Board approved a Memorandum of Understanding (MOU) among Clark County, the Federal Aviation Administration (FAA), and the Bureau of Land Management (BLM). The MOU sets forth each agency's roles and responsibilities in the preparation of an EIS for the proposed SNSA. One of the County's roles is to engage and retain a contractor to prepare the EIS. The contractor will work at the direction of the FAA and BLM, as the Joint Lead Agencies, however, the Department of Aviation will issue the contract for the work.

On December 21, 2023, the Director of Aviation issued a Request for Qualifications from consulting parties to prepare the EIS for the proposed SNSA. Three firms submitted Statements of Qualifications; two firms were interviewed; and the FAA and BLM selected Landrum & Brown, Inc. as the most qualified firm.

The contract has three phases: (1) Initial Mobilization; (2) Work through preparation and publication of the Draft EIS; and (3) Response to comments on the Draft EIS, publication of the Final EIS and Record of Decision, and litigation support if necessary. The current action is to execute the contract and authorize funds to complete Phase One. Staff will return to the Board to secure additional funds for Phase Two and for Phase Three.

In accordance with NRS 332.115(1)(b), the services to be performed are professional in nature and therefore exempt from competitive bidding requirements.

This contract has been reviewed and approved as to form by the District Attorney's Office.  Company currently holds a Clark County Business License.
