BACKGROUND:
The District requires hazardous and non-hazardous waste removal, transportation, and disposal services to include, but not limited to, cleaning aeration basins, chemical storage tanks, wet well and disposal of collected wastes. This contract will provide labor and equipment to collect, analyze, identify, abate, clean, package, remove, ship, and dispose of hazardous and non-hazardous wastes from District facilities and/or the right-of-way. These services will be provided on an as needed basis.
Invitation to Bid (ITB) No. 210037 for “Hazardous and Non-Hazardous Waste Removal, Transportation, and Disposal Services” was advertised on September 17, 2021, in the Las Vegas Review Journal and posted on the District Website. On November 18, 2021, three (3) firms responded by submitting bids. The bid results are as follows (the noted "corrections" accounted for mathematical discrepancies found during bid evaluation.)

Staff has determined that the bid received from Clean Harbors Environmental Services, Inc., was non-responsive because the bidder provided exceptions to the terms and conditions and did not bid on all items. Staff recommends that the bid be awarded to Logistical Solutions, LLC, as the lowest responsive and responsible bidder.
The following are the pertinent provisions of the contract:
• The initial term of the contract is from April 1, 2022 through March 31, 2023;
• The contract includes the option to renew for four (4) additional one-year periods.
• This contract includes the District's option to terminate or suspend for cause or convenience with advance written notice.
In accordance with NRS 332.065, if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder. Logistical Solutions, LLC currently holds a Clark County business license.
This agenda item has been reviewed and approved by the District General Counsel.
