BACKGROUND: 

The Clark County Regional Flood Control District (RFCD) has approved and programmed funds for flood control improvements for the Blue Diamond Wash Railroad Channel between Rainbow Boulevard and Buffalo Drive project. The Blue Diamond Wash Railroad Channel is located south of Blue Diamond Road between Rainbow Boulevard and Buffalo Road, and is described in the Las Vegas Valley 2023 Flood Control Master Plan Update (MPU) as Facility Numbers BDW5 0026, BDW5 0040, BDW5 0043, BDW5 0076, BDW5 0079, BDW5 0106, BDW5 0116, BDW2 0000.

The attached interlocal contract will provide funds in Year 1 of RFCD's Ten-Year Construction Program for construction of the Blue Diamond Wash Railroad Channel between Rainbow Boulevard and Buffalo Drive project. The project consists of approximately 6,500 feet of reinforced concrete boxes and open channels that discharge into the Duck Creek Railroad Detention Basin. The term of the contract is effective until June 30, 2030, unless time extensions are granted.

RFCD approved the interlocal contract at its meeting on March 12, 2026.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
