BACKGROUND:
On March 27, 2020, the Coronavirus Aid, Relief, and Economic Security (CARES) Act of 2020 was signed into law to assist communities in their efforts to prevent, prepare for, and respond to the novel coronavirus COVID-19. The CARES Act allocated a total of $14,444,984 in CARES Act CDBG-CV to Clark County.
On July 7, 2020, the Board of County Commissioners (BCC) approved the County's 2020 Action Plan for Housing and Community Development, to the U.S. Department of Housing and Urban Development (HUD). HUD subsequently approved the plan. On December 1, 2020, the BCC approved the submittal of a Substantial Amendment to the County's 2020 Action Plan to include the receipt and administration of the $14,444,984 in CARES CDBG-CV funding from HUD.
Five subsequent amendments were submitted related to changes to the plan for spending the County's 2020 HUD funds. On August 19, 2025, the BCC approved the Sixth Amendment of the Clark County Substantial Amendment to the 2020 Action Plan to reprogram $3,500,000 of CDBG-CV funds from Homeless Services to Public Facilities activities to support the construction of property for The YMCA of Southern Nevada’s Torrey Pines Early Learning Village project.

The purpose of the Seventh Amendment to the FY 2020 Action Plan for Housing and Community Development is to reprogram $1,116,507.11 of deobligated CDBG‑CV funds from the following activities: $73,633.51 from Administration, $1,032,816.35 in Public Services, and $10,057.25 from Mesquite Public Facilities, reallocating these funds to Public Services activities that support seniors.
The proposed use for the reprogrammed funds in the amount of $1,116,507.11 is to award to Nevada Senior Services to expand the Hospital2Home care transition program, conduct community-wide education and outreach activities including vaccine clinics, and implement the core outreach tool to bridge the digital divide providing connectivity, communication, and resource access to isolated vulnerable individuals.
