BACKGROUND:
The Clark County Regional Flood Control District (RFCD) approved the Windmill Wash Detention Basin Expansion project on its 2007 Master Plan Update for the Town of Bunkerville. On February 10, 2011, the County and RFCD entered into an interlocal contract to provide funding for design, right-of-way, and environmental mitigation for this project.
Previously approved Supplemental Nos. 1 through 3 provided additional funds for design, right-of-way and environmental mitigation, changed the scope, added a line item for an Emergency Action Plan, and extended the contract term due to ongoing coordination regarding environmental assessment and mitigation measures to acquire the Bureau of Land Management grant required for the project.
The attached Supplemental No. 4 to the interlocal contract changes the project name from Windmill Wash Detention Basin Expansion to Windmill Wash Detention Basin Expansion and Jess Waite Levee Facilities, increases total funds for design, and extends the contract term to June 30, 2026, unless further time extensions are granted.
This project is approved on RFCD's annual Ten-Year Construction Program and described on its 2017 Master Plan Update for the Town of Bunkerville. RFCD approved the supplemental contract at its meeting on June 10, 2021.
The District Attorney's Office has reviewed and approved the supplemental contract as to form.
