BACKGROUND:
On December 21, 2021, the Board of County Commissioners approved a pre-qualification list to be used to select professional service providers for the period of January 1, 2022 through December 31, 2023. WSP USA Inc. (Corporation) was selected from the pre-qualification list, [Service] Highway Engineering - Freeway Design, to provide engineering services to improve transportation in the Sunrise Manor Planning Area, known as the "Sahara Interchange at I-515" project.
County staff negotiated the attached professional engineering services contract with WSP USA Inc. to furnish engineering preliminary improvement plans and Planning and Environmental Linkages to improve transportation in the Sunrise Manor Area, including I-515 from Desert Inn Road to Mojave Road and a proposed interchange on I-515 at Sahara. The preliminary improvement plans and Planning and Environmental Linkages study will enable the County to evaluate each design alternative's potential effects on the human and natural environment. The contract describes the specific services to be provided and stipulated terms. The time of performance is effective to December 31, 2024, unless time extensions are granted.
WSP USA Inc. currently holds a Clark County Business License.
Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.
The District Attorney’s Office has reviewed and approved the contract as to form.
